I believe this is a state lawmaker, and not federal.
Anonymous commentary is already protected by the 1st amendment in precedent. Even a local representative should have a grasp on that concept though. I suspect it is seeking name recognition by posing a controversial bill.
Nor can a state-level lawmaker impact outside the state level which pretty much leaves the whole idea in the toilet.
It did net him some publicity. But given that the Articles of the Federation discussing the framework of the U.S. Constitution were anonymous political commentary, it is a given that the 1st amendment meant to include anonymity.
